I use HDSDR this side and works perfectly.
May be to add on the topic, one may also use the SDR IQ (need to use 192K sampling rate).

What you need is audio out of your radio that does not have low frequencies filtered out. As Zach said, kind of down to 0Hz :-) The problem is that most radios DO filter out frequencies below 200Hz because that is where the "subaudible" CTCSS aka PL tones are. It might work to use the data/TNC output of the radio. Unfortunately most radios spec the high frequency cutoff of their data output but not the high frequency.
As was said earlier, an SDR is a far better option. Even if you have an SDR dongle not supported by FoxTelem, you can use an SDR program like SDR# or HDSDR to demodulate, and then feed the unfiltered audio output to FoxTelem using something like "Virtual Audio Cable".

Cannot comment on the IC-9100 as I don’t know this rig. Definitely will not work with the TS-2000 and FT-857 (my rigs).
I remember a WEB/ BB feedback on this issue but unfortunately cannot recall/find the link, this is how I learn same. Basically you need to pass on the audio to the TNC and the Fox’es TLM software works at sub-audile frequencies between 10 & 200 hz and your radio should be able to do so. Most rigs does not unfortunately without serious modifications.
As mentioned before no issue this side with a SDR, even with the cheapest ones.

Doesn't 9k6 need response down to DC? Why couldn't one hook up to the DATA2 jack on the IC-9100?
Beyond that, the '9100 has a USB port which provides audio I/O to a PC, which is what I think Shakeel is referring to. That might have the same filters as the normal audio jack. A quick test using fldigi and looking at the waterfall will show the approximate filter shape.
