Yes, You can simply monitor 145.825 and if you ever hear the low-audio voice announcement once a ,minute "aprstt" (followed by a packet) then you know PSAT2 is in VHF DTMF mode and you can make DTMF contacts using your two DTMF memories One for sending your grid and the other for sending a QSL message to complete a contact.
If you hear someone elses grid "WB4APR grid FM19 contact number XX" then you can respond with a manually keyed "BXX" followed by the QSL DTMF mdmoery to complete the contact. Details on http://aprs.org/psat2.html
