It's generally been on full-time. The CW beacon on 145.660 MHz or the 9k6 GMSK telemetry on 145.640 MHz should always be heard if there's no activity on the transponder.

But its downlink is outside of the AMSAT subband, so do they not turn it on except over China, or is the downlink on 145.675 operational? We did not hear anything.
