I also used the data restore utility *before* running 12.8b. Then when I ran 12.8b, it showed as a registered copy (with my name and call).
I also caught Mark's comment and copied the 12.8b version of PROGRAM.SQF over the backup copy from 12.8a. The result is the data backup utility and time utilities are available from the Program menu.

I had to re-enter my registration code when upgrading from 12.8a to 12.8b.
Previous SatPC32 upgrades did not require the registration code to be re-entered.
