The Carnival Liberty is registered in Panama. An IARP will suffice and those are easy to get.
Carnival generally allows operating, but, of course we still need to get permission from the Captain.

Remember, once you set foot on a cruise ship you are in another country and must have an amateur radio license issued by the country the ship is registered in. You must also have permission from the company and the captain of the ship.
