Yes, the payload is permanently attached to the POEM (Last stage). Since it is in equatorial orbit we in south India can access the payload. Example the max elevation for MK83SD in Bangalore is ~36 degree. K J Somaiya college of engineering built the payload and was launched by ISRO.

An update on BeliefSat-0,

The satellites is connected to the POEM-3 platform and that has TLE ID 58695
So for those that are able to receive BeliefSat-0 follow this ID.

More in general, is someone able to share a recording so I can have a look and create a gr-satellites yml file.

Took some digging, but this article points to BeliefSat-0 as an included payload: 

 

BeliefSat-0 looks to be this:
