Actually, we do know there were 700 ballots returned, as stated. If everybody voted for the maximum number of 3, that would be 2100. The total votes case totals to 2040. The 60 votes difference represents people voting for fewer candidates, as you mentioned.

We don't know that there were 700 ballots returned as you didn't have to vote for 3. You could have only voted for 1 or 2.
