I've noticed on the last few RS44 passes that there seems to be an constant carrier signal, maybe FM showing up.

My guess that this is a rogue signal from someone with a couple of hand held using them illegally someplace in the US.  Likely they have no clue of the impact. 

On a waterfall, it is pretty easy to see the carrier and the sidebands associated with it.  

Thoughts?
