Yes, it exists and I am about to receive a StellarStation to join in the Early adoption testing.
Naomi Kurahara the Chief Exec of Infostellar is giving a presentation of the system at the AMSAT-UK Colloquium in October.

UHF only for now, but some neat stuff here: https://stellarstation.helpscoutdocs.com/article/40-decoding-downloaded-iq https://stellarstation.helpscoutdocs.com/article/40-decoding-downloaded-iq

Some fine print (enlarged for easier reading ;-): Regarding amateur frequencies: Amateur ground stations use special credits that are designated to only amateur frequencies. Credits that are earned by sharing commercial ground stations cannot be spent for using amateur ground stations. Additionally, credits earned through amateur ground stations cannot be converted to cash. The only way to access amateur ground stations in the StellarStation network is to share your existing amateur ground station to earn special credits designated for amateur frequencies.
How it works: When you share your unused antenna time and earn credit, you can then spend your credit to access other antennas, dramatically expanding your communication window without paying for additional passes.
Users without a ground station can simply sign up to use any compatible ground station on our platform with pay-as-you-go billing and no upfront costs.
Work in progress? Vaporware? Too good to be true? Anyone willing to give it a try?
Yes, I have signed up with SatNOGS, but my ground station is not yet complete…
