[AMSAT-BB] VUCC Awards-Endorsements needs a new author.

Effective after the JANUARY 1, 2022 issue, I will be retiring as its author.

I hope someone will pick up the task. My method is completely manual, so someone might want to automate.

New authors might speak up by replying to this.
