Jean, I'm not aware of any country that has legislation specifically concering SDR's, certainly the UK doesn't. However, I can see one potential pitfall. The UK permits any form of modulation (and any bandwidth) to be used, however, in some countries they mandate specific ITU Emission Designators in the licence.
While on-air there is no difference between the same mode produced by different means the Emission Designators can be different. An old example of this used to be F1B and J2B for RTTY depending on whether direct frequency shift or audio tones to an SSB transmitter were used.
The use of SDR's could theoretically result in Emission Designators that may not appear in the licenses of some countries
