Dave,
As far as export permits are concerned for an individual (or corp) here's the rundown:
- the DDTC (and all other participating organizations in the process) are your 'god' - the ITAR is your 'bible'
I've had to deal with an export permit on one occasion for my small business and it was a rather interesting experience. I didn't have a lawyer or anything for the process, just had to read through lots and lots of paperwork and ask a lot of questions. Entire process for my business from registration to my export permit being approved was 5 months. Most of the time was really due to me dragging my feet in an effort to make sure everything was correct. The DDTC response team is Excellent and the process in general is rather straightforward.
I can't speak for Amsat or with regards to any satellite exports because my permit was for a different application. If you had any general questions about my experiences i'm open to sharing them off the thread. My SCorp is actively registered with the DDTC.

I have been reading the messages regarding the Indian heo satellite. What exactly are the Itar rules? Please fill me in.
