The XBee modules need to be programmed in order to work together.
Hopefully you have a USB board that you can plug an XBee module into, and plug into your computer, in order to (1) update the firmware (just a good practice in general) and (2) configure the two of them to work together.
You'll need a USB board to connect one of the XBees to your computer to use it for tracking. Same board for programming them.
