But they're transmitting telemetry on several frequencies in the range 145.600-145.800, which is normally used as 2m repeaters outputs in region 1. However, it's true that the transponders of XW-2A through XW-2D haven't been activate and XW-2E and XW-2F transponders are active. It happens that the one which have transponders downlinking outside the satellite band are XW-2A to XW-2C, so whether this is intentional or just a coincidence, I have no clue.
