Strange one this, story appears to indicate that a student satellite from the Sharif University will go into a 36,000 km orbit. http://news.xinhuanet.com/english2010/sci/2011-08/09/c_131036680.htm
Their domestic launch capability might appear at best to be 500km, Rasad-1 was 260 km ( pic of 465 MHz downlink at http://www.r00t.cz/Sats/Rasad ). Might imply an overseas launch or else something got lost in translation.
