[amsat-bb] DESPATCH is still alive

Dear all,

Hello, ARTSAT2:DESPATCH is working.

However, the transmission of cosmic poem repeats 20min sending and 50min stoping due to some unknown reasons. The frequency of CW is -140Hz.
