It's my understanding that there are US Federal regulations that must be amended before the ITARrestrictions would no longer be in force.

"The provision permits the Obama administration to remove satellites and related equipment from the U.S. State Department's munitions list, which restricts the weapons material from export to other countries."

Clearly any easing of ITAR is welcome but I'm still not clear if the changes that Obama has signed enable US Hams to fully engage in all aspects of international satellite projects without fear of six figure fines or jail terms. Can someone clarify ?
