Bob. It happens all the time on both the high seas and in the air. Both planes and ships try and cut the corner as tightly as possible and sometimes "nick" it...most of the time it is just people who unintentionally got a little close. Both the FAA and USCG are usually pretty forgiving about it.

One has to say that it ought to be a question: How does a slow moving cargo ship drift into the range safety box without being anticipated and cause a weather window to be missed and eventually a scrub? These are expensive exercises and tough questions need to be asked. I bet if you go near that box tomorrow (or whenever), you are like to be met with a flotilla and an air force and will be lucky to escape some form of sanction.
