An issue relating to non-amateur satellites that are issued 437 MHz experimental licenses by the FCC or other national regulator is the use of Primary amateur frequencies at 145 MHz for command and control purposes.
The use of Primary amateur frequencies (145 uplink) to communicate with and control a non-amateur commercial or scientific satellite is just as much a problem as downlinks in a Primary allocation.
