The best resource I’m aware of is from AMSAT-ON. I don’t know if any changes have been made to the format of the transmissions, so we have to await ARISS’s word on that, but I believe it still works the same way.
Actually receiving video is somewhat complicated, but I believe that detecting the S band signal is relatively straightforward for anyone who has S band reception capability. Note that the frequency is below the normal amateur satellite service allocation of 2400-2402 MHz (2395 MHz).
