I was thinking of the mode S linear transponder portion of the satellite. It had a narrow passband and produced about 1 watt. You needed a 4-6 foot dish for the downlink. Since a 3U cubesat can generate about 6 W of DC power with solar panels and the largest surface for mounting antennas is 11.5" x 3.5", this would be the kind of satellite that we could expect for an $800k launch cost.
