If the needles go to minimum scale (0 deg for elevation and 180 deg for azimuth on my G 5400B), then the connection to the rotor is broken. To get both to go to zero, the ground return has to be separated from the rotator. Otherwise, Norm has the best analysis.

The tracker reads voltages produced inside the controller that are identical to those seen at the input terminals on the back of the control box. I.E. pot voltages from the rotators.
If the tracker works but the meters do not, the opamps that drive the meters have trouble. Since it's both, I suspect that the opamps are on one chip. Either the chip is bad or a rail (+v or gnd) is open.
My g5400 control box blew fuses when unconnected to rotators. Removed the covers to do gross level troubleshooting. Boards are stacked and wired together with harnesses. Splitting the unit to repair is not my idea of fun. Tag the wires. Splice in test jumpers..... Here be dragons.
