Yes it is the Filter Protection Device mentioned by Nick
I have sent to him a pdf file of my article :
"Filter and Receiver Frontend Protection Device for 144 MHz EME" published into the AMSAT-Journal May/June 2010 for a version of K3PGP filter scaled to 144 MHz
Unfortunately I was not able to contact John K3PGP because he do not respond anymore to any email
