I've reported the issue to AMSAT IT. My theory is that the preliminary keps for RadFxSat are crashing the engine used on that page. Unfortunately, some prediction programs do not like the values used in preliminary TLEs.
If that's the case, we may need to remove the preliminary keps from the AMSAT distribution.

A script that prepares the list of satellites for the tracking page failed when the SATCAT object number is zero as is the case with the preliminary RadFxSat TLE's. The script has been fixed in case someone uses all zeros in that field again.
The bug was mine ... KD2BD's Predict engine was not at fault.
