It seems the uplink is 5-10 kHz high. Also, you really need to twist the Arrow to peak the uplink. Half duplex will be a real challenge.
As KO4MA suggested, narrow FM is a big help with the downlink.

Which of the GRACE objects are you using as your keps for Fox? As the satellites spread out, that will make a difference...
