Whole Orbit Data refers to data collected on board the spacecraft for an entire orbit and downloaded later. This is said to distinguish from telemetry data received in real time - covering only that portion of the orbit in range of the ground station. This lets controllers know what happened while the spacecraft was out of communication, e.g. over the South Pacific.
