Maybe listen on the uplink frequency? My first impression was that it sounded like guys on simplex with BaoFengs and the courtesy tone left on. Could be they picked a frequency away from area repeaters and use it without a care. To cover 20 miles around the city they’d probably have the power up high enough to key the bird. Stranger things have happened. NateN5LEX
