Make sure you are getting your element set updates from AMSAT for consistency. Other sources use different variants of the name like OSCAR 7, AO-7, AO7, and I even saw AO07 once. so non AMSAT sources are probably best avoided to avoid problems like the one you are seeing.

www.amsat.org/tle/current/daily-bulletin.txt is your best source for two line element sets, and we also maintain the dailytle.txt file for older clients that can't handle the bulletin header or long file names.
