What is the time frame? What bands to use... 5GHz up 10GHz down?

could we come up with a linear transponder package with 10's of Mhz of bandwith (maybe 50Mhz+) and fly that? what's really possible given the design target of about 400 watts total power draw and say a moderate sized (1M+) dish at the earth station? being able to run DVB-S would be really nice, as would having a place in the passband for ssb and cw.
