I've recently been seeing messages about NO-84. Although I don't see it in my pick list in Orbitron, is this a workable FM satellite and how does one track it?

This spacecraft is also known as PSAT , in turn short for Parkinson Satellite. It is for PSK31, not FM.
If it is not available on your off line tracking program, you can find it as NO-84 on
http://www.amsat.org/amsat-new/tools/predict/index.php
