Will the IC-9700 tune down to NOAA Satellites.
I was wondering if the IC-9700 will tune out of band to the NOAA satellites around 137Mhz. And if so can the band with be opened up wide enough for proper reception.

Hi Mike,
The IC-9700 to my knowledge cannot tune to 137 MHz.
For APT reception a lot of hams use RTL2832U "RTL-SDR" USB dongles; They are relatively inexpensive and open up almost the entire sub-GHz radio spectrum.
Here are two I've used personally and can recommend: https://www.rtl-sdr.com/buy-rtl-sdr-dvb-t-dongles/ https://www.nooelec.com/store/sdr/sdr-receivers/nesdr-smart-sdr.html
For a hardware radio you will want to find one with a FM BW of about 40-50 kHz to capture the signal. I've never used a hardware receiver for APT so unfortunately I cannot recommend any.

Mike, Want to ditto the IC-9700 not doing 137 MHZ. A couple of the guys on our zoom channel Have set up the Nooelec sdr receiver and are using this antenna. They are getting some great pictures. If you need help I can get you in touch with the guys.
