ISS Crossband Repeater - 9k6 APRS?
After noticing that a SatNOGS station (through a fluke of configuration) had decoded a packet [1] on the new repeater downlink frequency, I investigated a bit more and found that all the passes observed recently had 9k6 FSK packet traffic on the downlink.

What does the packet contain? (It looks like there might be some telemetry in there?)
