The rule reads "7.3.7.1 Stations are limited to one (1) completed QSO on any single channel FM satellite"
The absolute strict interpretation of this rule would mean that once you make a single contact on an FM bird, you turn off the radio and walk away. If you don't, you'll get your hands slapped and lose your rubber ducky.
However, many people, probably most, interpreted the rule to mean that one may claim no more than one completed QSO for credit. This interpretation would not mean that one could not make more, it just means only one would be granted credit - the same as AMSAT Field Day rules did in past years. AMSAT FD's rule never prohibited making more contacts but credit was given for only one.
Should there be a more restrictive rule, perhaps instituting a penalty for making more than one QSO? How would it be enforced? You'd have a big fight on your hands.
My suggestion is: lighten up. The real problem was the guy playing traffic cop, tying up the bird with unnecessary, malicious and unidentified transmissions, not the gentleman (and I mean that in the best sense of the word) in Arizona working them like a seasoned contester.

I am one of the people who asked the ARRL to implement the "one contact per FM satellite" rule, so I am more than a little PO'd to see it so blatantly ignored, and even more so, to see people in this forum, the very people who should most support the rule, actually DEFENDING the violator!!!

I agree that we need to reconsider, if necessary, the one contact rule. In some cases, especially the mode LU on AO-51, there were times when there was only one station in the footprint. Due to many factors, a centrally located station could enable several stations to get their one contact which might not be available otherwise. I know the Arizona gentleman as well, and there are also many stations run by newbies who were gently given contacts. Ham radio at its best.

Could have been worse... Could have been 3 stations in the foot print, 2 of which passed FD info between each other and then had to respond to the 3rd saying "we hear you but can't talk to you" :-)

That was really the point I was making, and DID occur if you take the rule as "one QSO, and pack the rig up for the weekend." Not what was intended, I hope.

Everyone on this BB can interrupt them anyway they choose but only those in authority to make a ruling can say what the correct interruption is. I would entertain AMSAT's interruption off the list.

I would suggest that those that have a problem interrupting the rules for Field Day, weather they be AMSAT rules or ARRL rules, contact either myself for the AMSAT rules or the ARRL for their rules. Everyone on this BB can interrupt them anyway they choose but only those in authority to make a ruling can say what the correct interruption is. I would entertain AMSAT's interruption off the list.
Since this has been going back and forth on here, maybe if there was a public announcement on how at least you will interpret the rule per the AMSAT Field Day rules, this discussion could be wrapped up.
When I was on SO-50 and AO-27 Saturday afternoon as W7ON, I made my single contact with a station during each pass. Then I was called by other stations. I responded with my exchange and logged the additional contacts. When I prepare the log and score it for submission to AMSAT and ARRL, I will not count the additional contacts on each of those passes as points. I didn't have that "problem" Sunday morning on an AO-51 pass... I made my contact, listened for another minute or two to ensure noboy else was trying to call me, then I shut down the satellite gear so I could go back to HF.
Another thought... under ARRL Field Day rules, satellites are treated as a single "band", just like any of the HF bands. The ARRL Field Day log sheets have no place to indicate which satellite was used for each contact. I will note the satellite I used for each of those contacts, probably in the right margin of the sheet, for each contact to show I am counting for points only one contact per FM satellite.

I might be guilty. I did respond to a few others after I made my contact on AO-51 L/U. Does this mean they can't count me as there one contact? Does it disqualify me from counting my contact since I might have broken the rule on this transponder? Maybe I am going to be disqualified from ever being on satellite at field day again. I really don't understand the problem here. Give me a break.
