Concerned amateurs should email elb@fcc.gov with your objections to the issuance of an experimental license in the amateur service for a commercial satellite which would appear to violate 97.3(a)(4), and requesting that the Commission deny the STA to extend said license.

It's not proposed legislation... an experimental license was granted to a commercial satellite builder to operate a downlink on 145.825, in violation of 97.3(a)(4). Due to launch delays, the license has expired, but the company has filed an application for an STA to extend the term of the license another 6 months.
