I am suspicious that when that regulator failed, it damaged the op-amps that drive the meters.   Consider probing around from the rotor connections through that meter drive circuitry to see where the signal levels stop making sense.   Fortunately it looks like replacement op amps are cheap, I saw what look like viable replacements at Digi-Key for $0.54.
