At approximately 1630 UTC on the cubesat internet relay chat (irc://irc.freenode.org #cubesat channel) I saw a posting of receiving Pico Dragon:

UB4UAD cubesat deployed TokaiGS PicoDragon signal received just now. TokaiGS Decorded "DRAGONVIETNAM5"

Not sure where on the planet TokaiGS is at.
