Seems like the PSAT telemetry 00011100 means the Digipeater is off.

Yes, I just checked on the downlink page: http://www1.findu.com/cgi-bin/pcsat.cgi and you can see that the telemetry serial number is only getting up to around 45 or so before it resets. So apparently it is not in good sun position and is resetting at each eclipse.
