Looks like the answer is yes!
Took some digging, but this article points to BeliefSat-0 as an included payload: https://www.thehindu.com/sci-tech/science/isro-to-launch-xposat-and-10-other...
BeliefSat-0 looks to be this: https://github.com/NewLeapKjsieit/BeliefSat-0/tree/main , which includes an FM repeater and APRS digipeater.

I was watching the Indian PSLV launch carrying the XPoSat satellite last
night. Although it was hard to understand due to the accent, I thought
they said that one of the secondary payloads was an amateur satellite.
Anyone know if there was an amateur satellite on that flight?
