The RTL-SDR V4 is fairly new and not all software has been updated for it. I just recently got two of them. Work great on the HF frequencies too.
I haven't tried using it on HF yet. This is my first time using the v4 since it arrived.
One thing you need to do if you haven't, is update the RTLSDR.DLL for the V4 version, and it's backward compatible with the V3.
I'm on Linux but I followed the instructions on that repository to update the drivers on my laptop. I will definitely be looking into if something went wrong with the drivers but as I don't have a permanent shack setup at my QTH yet I'm not fiddling around with drivers and such at 4 am when it's 31F outside. Sadly my best passes for the ISS are in the middle of the night at the moment and it's unseasonably, and unreasonably, cold here right now. And this from a guy who loves winter.
If nothing else this has convinced me I need to get my butt in gear and setup an permanent station in my home so I can play with satellites more consistently.
