Possible answer to Keps question for O/OREOS, from NASA Ames:

Best guess now is that the TLEs (Keplerian elements) will be posted within about an hour of launch on the mission dashboard -- our ops team posts them immediately when they are provided by the launch operator.  You can pass that info along if you like.
