I got the following note from a ham in the Palm Springs, CA area:
This morning, while getting ready for Saturday's hamfest, I saw this:
10:05:32R INDIO>RK3KPK Port=1 <UA R F> 10:05:51R INDIO>RK3KPK Port=1 <RR R F R1> 10:07:03R INDIO>RK3KPK Port=1 <RR R F R2>
This call is from near Moscow. Is it possible it is from the ISS? (INDIO is one of our digis.)
There is an RK3KPK, Andrey Mironow, who was an RS satellite command station years ago.
Any answer I can give about how his call ended up on a WIDE1-1 US digi string?
Alan WA4SCA
ISS packet was powered down to prepare for the docking of the arriving Progress vehicle.

Kenneth,
Thanks. That eliminates some possibilities.

Yes, INDIO is a digi in INDIO, Claifornia. It appears to be a KPC3 version 9 using the TOCALL of APN390.
The TOCALL of RK3KPK could also be a Mic-E formatted packet at a Latitude of 3K 3K.0K in the format DD MM.mmN where message bits determine if the digit is a digit in the call or a letter. But in my quick look, I don't see any way that a "K" can appear. The letters P though Y can appear if the message bits are set. And the letters A through J can appear if a CUSTOM message is set. But I don't see a way for K to be set.
Though someone may have a glitch in their Mic-E encoding algorithm. But then since this is a Kantronics, it would not be generating a Mic-E packet anyway...
So, close but no-cigar... Maybe Lynn who has coded Mic-E more recently than I can see it...

it's not likely to be a mic-e packet because it is not an UI frame but an UA frame, in this case an ackowladge to a SABM frame or connect request.
RK3KPK connected the digi, but that does not solve who RK3KPK is and why he did it.

looks like it just got solved, I picked up a message on my packet bbs from RK3KPK, looks like he is using internet gateways and that might explain him ending up on 144.390 thinking it was a lap.

Greetings to those who reads this message. I send this message hoping to get acquainted with new people from the Paket world. I am 59. I work on air since 1971. My favorite kinds of communication it is the CW and Packet radio. I work basically CW in the summer - a Packet mode in the winter. I will be glad to exchange qsl-cards with those to whom it still interesting. I wait for your messages on the Packet addressrk3kpk@cx2sa.sal.ury.sa and also on an e-mail the addresslackly@yandex.ru 73! Good luck on air! Best regards from Moscow! Andy 29JAN2012 00:39MSK

Very interesting. I have forgotten so much about regular packet!!! SO somehow there was a wormhole from regular packet to 144.39 in Southern California?
Come to think about it, have I been asleep? Why couldnt we have an IGate system on 145.01 all over the USA linked into an IGATE system so that everyone's TNC was only a one-hop CONNECT away from any other TNC in the world?
We could call it APRS-CONNECT on 145.01 (if it has not been taken over by a DX cluster)... Bob, WB4APR

Hello Alan
One day I observed the same effect with US calls. I think the TNC was blocked over Russia and "uloaded" over California.
Thomas,
Now that you mention it, I recall a few times when my own system would lock up, and then eventually empty the buffer. Still, the INDIO digi is on the standard US APRS frequency of 144.390 MHz.
