A digital encoder would be the most accurate. USdigital http://www.usdigital.com/support/glossary#glossary_opticalencoder manufactures inexpensive encoders. With these and a step servo drive in example a Gecko drive http://www.geckodrive.com/product.aspx?c=2&i=14456 one could build a rotor that would be accurate to a thousand of a degree.

I am looking to get back on the air and would like to put up a tower.
What should I expect in the way of cost for a 40 ft, tilt tower?
Is this a project I can do myself or would I be better off paying to have it installed?
Are there any permits needed for a tower of this height?
