I correct it about LAPAN-A3 as follows.
Correction on LAPAN-A3. There will be no amateur payload on that satellite.
However, there is the following description in 'IARU Amateur Satellite Frequency Coordination'.

Hi Mineo Lapan-A3 /IPB it is non amateur satellite, coordinate maybe to ITU and regulation.
