N3CRT discovered this also, and pointed out in his twitter feed that he ID'd the operator and had contacted him. That's all I know.

I’m on the East Coast, NY and hear a CW all day on 145.900. It decodes to m a r i o I don’t know if that’s a local but no callsign, just Mario lol. What the heck. Joe Kd2nfc
I had a friend DF the offender and identify the transmitting location. The previous guy on 145.900 with his echolink station, we asked to move out of the sub band because he was ID'ing. This guy doesn't ID, so it has been passed to the area OOC. Charles Reiche N3CRT

I'm listening on 145.900 and point at Staten Island - just heard a satellite pass 20:25z with CW operators. :)
There is signal FM signal with CW audio on 145.900
Signal is S9+20. Antenna here is 2 x XP28

Does Mario show a doppler shift? 145.900 should be Exseedsat, which would be a "V" in CW followed by RTTY. And of course doppler shifted.

MARIO is a terrestrial signal. Audio on and FM carrier. Not very strong signal in NYC area.
I did hear a satellite on 145.900 yesterday. Lots of Doppler.
