Interesting that you should mention this as I've been thinking about writing a program to detect possible collisions but my input would be the available TLE, of course we don't have TLE for every piece of junk out there.
So I would just load all available TLE data, do 'the math' and list the possible collisions for the next hour / day / week / <whatever>.
Very easy code, would give my new i7-4770 something to do other than filtering porn & spam.
