Callsign and grid square is all that is needed, plus the time, (UTC). Signal report on any birds isn't necessary.
BTW, signal reports aren't needed for HF QSO under WAS or DXCC.

Hi Jeff,
Here in IARU Region 1 we agreed a definition of a valid QSO sometime back for VHF and above.
They are shown in this extract http://www.southgatearc.org/news/may2007/qso_definition.htm
I suspect that such definitions have probably not yet been elaborated in the other two IARU Regions

Grid square isn't required. Time certainly isn't needed in any exchange (except for BARTG RTTY contest).
