Spaceflight will be routine. However, routine is not defined as 100% safe. Even driving down the street is not 100% safe, but it is routine.

Routine: performed as part of a regular procedure rather than for a special reason.

Does not imply completely safe. Spaceflight will be routine when people no longer care about a rocket launch happening. It's a sad thought but how many people look up at a plane flying overhead today?
