Back up - at least for me. And I went to a page I have never visited before to make sure I was not just seeing cache data.

I never got to a root cause of the problem, and the restart the Apache daemon and chalk it up to a transient error worked for only a short time. Service is back up for the moment, but clearly we are not working a transient issue, so there is every reason to believe we will have trouble again soon unless I can find the root cause.
