On the 14:45 utc pass of NO-84 I saw the FM transmitter turned on continuously indicating someone was sending, but there was nothing on the down link except the telemetry at 312 Hz. This went on for many cycles of telemetry.

Was someone calling CQ or trying to answer my CQ?

If so, try moving your PSK31 signal lower in frequency, and don't forget to update TLE's if you are using the DopplerPSK program.
