With the help of www.ham.vgnet.nl/downloads/XW-1_Telemetry_Format.pdf I decoded the beacon information I received.
The output power is fluctuating, is there any idea why this is happening?
And an other thing, don't we miss a lot of information within the telemetry? channels 6 to 13 have a value 000?
Maybe my decoding isn't correct and other amateurs have other information.

I would geuss those channels are for the transponders that are not on.
